Civil Engineer - T&D
Location:
Pomona, CA (Hybrid – 2 days onsite)
Travel:~25% across the utility’s service territory
Duration:
18-month contract
Pay Range:$95–$110/hr
Core Responsibilities
- Technical Leadership:
- Lead civil engineering scope across all project phases, including scoping, design, cost estimating, scheduling, and construction support.
- Cross-Functional Collaboration:
- Coordinate with project management, construction, environmental, real estate, and external agencies.
- Field Engagement:
- Conduct job walks and provide construction engineering support across varied terrain for Transmission, Substation, and Distribution facilities (typically 1–2 field days per week).
- Contractor Oversight:
- Manage civil engineering consultants by defining scope, reviewing proposals, monitoring quality, and tracking schedule adherence.
- Quality Assurance:
- Perform QA reviews, peer reviews, approve invoices, and oversee purchase orders for consultant work products.
- Permitting & Compliance:
- Obtain permits and approvals from cities, counties, and other jurisdictional agencies. Support federal, state, and environmental approval processes.
- Project Management:
- Manage multiple project timelines, budgets, and stakeholder communications while ensuring technical alignment and risk mitigation.
- Safety:
- Incorporate safety into all engineering designs and reinforce a strong safety culture in both office and field environments.

Desired Skills & Attributes
- Experience in land development for electrical substations and transmission access roads
- Familiarity with road and highway design principles
- Knowledge of storm damage response and mitigation
- Strong background in contractor management and purchase order oversight
- Understanding of California permitting processes
- Master’s degree in Civil Engineering or related discipline
- Experience with ArcGIS or similar mapping tools
