Position Overview

We are seeking a Project Management Consultant – Level 1 to support gas project development activities across Federal Hub initiatives, from early-stage technical assessments through construction readiness and project execution.

The immediate focus of this role will be the development and implementation of project reporting processes.

This is a hands-on role supporting cross-functional collaboration between Engineering & Construction (E&C), Construction, and Integrated Supply Chain. The ideal candidate will bring strong project management and project controls experience, a disciplined approach to cost and schedule management, and the ability to coordinate effectively across multiple teams in a fast-paced project development environment.

Key Responsibilities

Project Development Support

• Support E&C participation in Technology Reviews, Preliminary Engineering, and contracting activities for active hub gas development projects.
• Coordinate E&C Subject Matter Expert (SME) inputs for:
  • Site configuration reviews
  • Constructability assessments
  • Balance-of-plant evaluations
  • Gas and electrical interconnection scopes
  • Switchyard and related infrastructure scopes
• Track project development and regulatory milestones.
• Identify and communicate construction-phase dependencies and potential impacts early in the project lifecycle.

Project Controls & Risk Management

• Maintain project schedules, cost benchmarks, and cash flow models to support project sanction and investment decisions.
• Develop and maintain the E&C project risk register, tracking:
  • Scope risks
  • Schedule risks
  • Cost risks
  • Constructability risks
• Identify and escalate development-driven scope changes that may create E&C cost or schedule impacts.
• Support risk-adjusted cost positioning and contingency analysis for leadership reporting.
• Manage monthly and quarterly project progress reporting for the Owner, including:
  • Schedule status
  • Cost performance
  • Risk exposure
  • Key milestones
• Ensure project reporting is accurate, timely, consistent, and decision-ready.
• Develop and maintain one-page project dashboards and presentation materials covering:
  • Project scope
  • Budget
  • Equipment status
  • Interconnection
  • Permitting
  • Key decisions and actions required
• Prepare project status packages for executive-level review, providing clear visibility into emerging risks, mitigation strategies, and residual exposure.

Procurement & Integrated Supply Chain Coordination

• Coordinate with Integrated Supply Chain on RFQ inputs, technical scope reviews, and bid evaluations for major equipment and EPC/EPCM scopes.
• Support cost comparison analyses between E&C estimates and contractor proposals.
• Identify and communicate material cost variances and potential scope alignment issues.
• Track the status of long-lead equipment, including:
  • Combustion turbines
  • Heat Recovery Steam Generators (HRSGs)
  • Transformers
  • Switchgear
• Monitor and communicate supply chain constraints associated with capacity-constrained OEM markets.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, or a related field.
• 5–10 years of experience in energy project development, project controls, or large capital construction.
• Demonstrated experience developing and managing project schedules for gas generation or major capital projects.
• Experience managing Owner-level project reporting, including monthly and quarterly reports covering schedule, cost, risk, and milestones.
• Familiarity with EPC/EPCM project delivery models and contractor bid evaluation.
• Strong organizational and coordination skills.
• Ability to manage multiple concurrent workstreams while balancing competing priorities.
• Strong written and verbal communication skills.
• Demonstrated ability to identify, communicate, and track project risks.

Preferred Qualifications

• Experience with combined-cycle or simple-cycle gas generation projects.
• Familiarity with electrical and gas interconnection processes and related E&C scope requirements.
• Experience coordinating procurement of long-lead equipment in constrained OEM markets.
• Exposure to balance-of-plant scopes, including:
  • Switchyards
  • Transmission
  • Civil/site infrastructure
  • Electrical infrastructure
• Experience developing executive-level dashboards and project status reporting.
