Our client’s Engineering & Construction (E&C) Business Unit is seeking a Principal Engineer – Substation to own assigned substation projects from early-stage conception through construction and commissioning. You will provide technical oversight of external engineers of record, partner with project management, supply chain, transmission, and legal stakeholders, and make sure each substation is designed and built safely, on budget, and in compliance with interconnection requirements and industry standards. This is a high-visibility role for a hands-on project engineer with a strong bias for action.

Job Responsibilities: In this role, you will manage and support a variety of projects within the Engineering & Construction department. Key responsibilities include:

  • Leading engineering for assigned substation projects across both the Early Stage and Execution phases
  • Providing technical oversight of external engineers of record (EOR) to ensure design compliance
  • Sourcing and managing engineering, geotechnical, survey, and construction services
  • Representing E&C’s internal and external interests with project stakeholders and management

Essential Job Duties and Job Functions:

  • Support all assigned substation projects from conception (Early Stage) through construction and commissioning (Execution)
  • In the conceptual phase, work with the Early-Stage Project Manager to support engineering requirements and scope with the Development Group
  • Train, perform due diligence on, and provide technical oversight of external EORs to ensure compliance with generation interconnection agreements, scope of work documents, project specifications, site-specific design requirements, IEEE, NESC, ASCE, and all other applicable codes and standards
  • Secure engineering consulting resources from a list of approved suppliers by developing scopes of work, securing bids, evaluating, and awarding work through the Integrated Supply Chain (ISC) Group
  • Competitively source, select, and contract geotechnical, survey, engineering, and construction services, and support the E&C Cost Estimating Team with scope assumptions
  • Coordinate with project stakeholders to develop and secure a substation site, and support engineering updates, data, and permits necessary to design and build the substation
  • Coordinate with other groups to ensure assigned E&C substation projects succeed, including presenting progress, issues, and risk mitigation to various levels of management
  • Support Transmission Services in reviewing interconnection documentation, including system impact studies, facility studies, reactive and harmonic studies, and interconnection agreements
  • Ensure Transmission Owner requirements and E&C engineering design are consistent and compliant with all ISO requirements, and that they are incorporated into the project design
  • Communicate frequently with transmission owners, operators, and ISOs so deliverables meet off-taker requirements and are timely and accurate
  • Manage all long-lead major material orders to minimize schedule delays and budget overruns
  • Assist ISC with substation project SOW creation, review, approval, and preparation of shopping carts for engineering services and materials
  • Support E&C Estimating with template updates based on project feedback, technical support, and scope modifications
  • Work collaboratively with project engineering resources across disciplines to determine priorities, work plans, and lines of demarcation
  • Ensure projects are implemented efficiently, cost-effectively, and safely in accordance with department processes, procedures, industry standards, and policies
  • Support project commissioning activities to meet corporate objectives
  • Support Legal with regulatory filings, depositions, and/or hearings
  • Collaborate with component OEMs to enhance and adapt their designs to better integrate with the company’s design philosophies

Knowledge and Skills:

  • Substation design and engineering for high-voltage projects
  • Working knowledge of IEEE, NESC, ASCE, and other applicable industry codes and standards
  • Familiarity with generation interconnection agreements and ISO/transmission owner requirements, including system impact, facility, reactive, and harmonic studies
  • Project engineering and/or project management skills, with a strong bias for action
  • Vendor and consultant sourcing, including SOW development, bid evaluation, and award
  • Management of long-lead material orders against schedule and budget
  • Strong communication and presentation skills, with the ability to brief management and work with external transmission owners, operators, and ISOs
  • Ability to collaborate across engineering disciplines, OEMs, supply chain, estimating, and legal

Education and Experience:

  • Bachelor’s degree in Electrical, Mechanical, or Civil/Structural Engineering preferred
  • 7+ years of experience in substation design and engineering of high-voltage substation projects highly preferred
  • Project engineering and/or project management experience
  • PMP and/or P.E. in a related discipline is a plus
