Technical Rules and Standards Associate I

Location: 100% Onsite - San Diego, CA

Schedule: 6:30 AM – 3:30 PM (30-minute lunch)

Pay Range:$33.50 – $38.50/hr

Duration: 1-Year Contract | Potential conversion to FTE at end of Year 1 or Year 2, subject to budget




Position Summary

This role supports foundational compliance activities for technical rules and standards within the energy sector. The Associate assists with documentation, evidence collection, and monitoring processes to ensure adherence to technical standards and regulatory requirements for reliability and security. The position evaluates, implements, and maintains the organization's compliance with regulatory rules and standards in areas including operations, planning, siting, Critical Infrastructure Protection (CIP), reliability, and safety. The role interacts with technical representatives from regulatory authorities and other energy market participants.

    Key Responsibilites

    In this role, you will manage and support a variety of compliance activities. Key responsibilities include:




    Essential Job Duties and Functions
  • Assist in preparing compliance documentation for regulatory filings, including self-certifications and audit evidence packages
  • Review operational logs and technical data to confirm adherence to reliability and security standards
  • Maintain compliance tracking tools and organize evidence repositories for audits
  • Support internal audits by gathering and validating documentation against regulatory checklists
  • Monitor updates to reliability and security standards and communicate changes to team members
  • Participate in compliance training focused on technical rules and security requirements
  • Follow standard operating procedures for evidence collection and reporting
  • Escalate potential compliance gaps to senior staff for resolution
  • Perform other duties as assigned




    Knowledge and Skills
  • Familiarity with regulatory compliance frameworks, preferably in the energy or utility sector
  • Strong written and verbal communication skills for cross-functional collaboration
  • Proficiency in Microsoft Office Suite; experience with Power BI or Smartsheet preferred
  • Ability to analyze operational data and identify discrepancies or non-conformances
  • Detail-oriented with strong organizational skills and the ability to manage competing priorities
  • Understanding of or interest in regulatory bodies such as NERC, FERC, and regional reliability organizations




    Education and Experience
  • Bachelor's degree in a relevant field (e.g., Engineering, Business, Energy Systems, Information Systems), or an equivalent combination of relevant education and experience
  • 0–2 years of related experience; entry-level candidates are encouraged to apply
  • Experience or coursework related to regulatory compliance, utility operations, or technical standards is a plus
