The Bid Manager is responsible for leading the end-to-end bid lifecycle, acting as a project manager to coordinate high-quality, compliant, and compelling proposals, with a strong focus on public sector opportunities. This includes developing and executing bid plans, managing cross-functional teams, and ensuring all submissions meet strict procurement requirements and governance standards. The role involves facilitating win strategy sessions, analysing competitor positioning, and translating insights into clear proposal storyboards that maximise Probability of Win (PWIN). A strong understanding of public sector procurement processes—such as frameworks, regulated tendering procedures, and evaluation methodologies (e.g. MEAT)—is essential, along with the ability to interpret complex tender documentation (ITT, PQQ, SQ) and deliver structured, compliant responses.
The successful candidate will bring proven experience in bid management within public sector or regulated environments, with excellent project management and stakeholder engagement skills. They will be comfortable managing multiple bids simultaneously, leading governance and review processes (including Red Team reviews), and ensuring delivery to tight deadlines while maintaining quality and attention to detail. Strong communication, collaboration, and organisational skills are key, alongside proficiency in Microsoft 365 and familiarity with recognised bid methodologies such as APMP or Shipley. The role requires a proactive, self-driven approach, with a focus on continuous improvement, lessons learned, and achieving strong bid win rates.
