Business Data Analyst – Utility Operations

Location: Pomona, California
Work Model: Hybrid – Onsite Monday & Tuesday
Schedule: Monday-Friday, 8:00 AM-5:00 PM
Contract: 12 months
Pay Rate:$38.60/hour

We are seeking an experienced Business Data Analyst to support the planning, execution, reporting and analysis of electric utility inspection programs.

This position supports multiple Distribution and Transmission programs, including detailed asset inspections, annual grid patrols, streetlight patrol surveys, infrared scanning and intrusive pole evaluations.

The Business Data Analyst will work across program management, inspection planning, data analysis and exception processing, partnering with contractors and internal stakeholders to ensure inspection scopes are accurately planned, tracked and completed.

Key Responsibilities

  • Support planning and scheduling for internal and external inspection teams across multiple electric utility programs.

  • Manage schedules covering data collection, processing, contractor deliverables, quality assurance, risk assessment and delivery of inspection results.

  • Develop, maintain and distribute progress and performance reports.

  • Lead and participate in meetings throughout the inspection lifecycle, from initial data collection through risk review and final distribution.

  • Coordinate activities and communications between contractors and internal stakeholders.

  • Support financial planning, cost analysis and execution for inspection programs.

  • Create accurate scope packages and work orders in accordance with applicable requirements and guidelines.

  • Work with inspection and planning teams to improve scoping strategies and operational efficiency.

  • Maintain lessons learned, change control logs and planning documentation.

  • Track constrained inspections and access issues to mitigate compliance and scheduling risks.

  • Identify required follow-up actions and coordinate resolution across stakeholders.

Data Analysis & Reporting

  • Produce regular daily and weekly performance reports, dashboards and ad hoc analyses.

  • Monitor inspection performance and completion against established scopes and deadlines.

  • Analyze financial and cost data and investigate discrepancies identified internally or by contractors.

  • Research data discrepancies across SAP, inspection applications and reporting platforms.

  • Analyze historical performance by structure, region, resource and inspection type.

  • Identify synchronization and data-quality issues and coordinate resolution with business and IT teams.

  • Analyze trends in inspection and survey results.

  • Validate that inspection data is accurately populating reporting dashboards.

  • Develop and improve data-management tools that provide timely and accurate status reporting.

  • Use mapping and spatial data to identify potential access constraints and support inspection planning.

  • Create and analyze KMZ files and spatial joins for locations including government lands and other constrained areas.

Required Qualifications

  • Bachelor's degree in Business, Finance, Accounting, Statistics or a related field, or an equivalent combination of education, training and experience.

  • Approximately 5-7 years of analytical experience.

  • Demonstrated ability to perform moderately complex quantitative and data analysis.

  • Experience gathering, documenting and analyzing information and translating findings into actionable conclusions.

  • Strong data-management skills, including data querying, reporting and data controls.

  • Experience developing dashboards and data visualizations.

  • Strong project and issue-tracking capabilities, from identification and root-cause analysis through resolution.

  • Ability to manage multiple priorities and deadlines.

  • Strong communication skills with the ability to work across multiple teams, subject matter experts, contractors and stakeholders.

Technical Skills

Experience with several of the following is preferred:

  • SAP

  • Power BI

  • SQL

  • SAS / SAS Visual Analytics

  • Microsoft Excel and MS Office

  • Python

  • Snowflake

  • ArcGIS

  • Data visualization and dashboard development

Experience navigating SAP work orders, maintenance plans, measurement documents, functional locations (FLOCs) and equipment data is particularly relevant.

ArcGIS experience involving the joining and analysis of mapping layers such as districts, functional locations, circuits and constrained areas is also highly desirable.

Work Environment

This is a hybrid position based in Pomona, California, with onsite attendance required Monday and Tuesday. Candidates should be comfortable working across technical, operational and business teams in a data-intensive utility environment.
