Substation Construction Manager

The Construction Manager is responsible for leading field operations to ensure the safe, efficient, and successful execution of substation and transmission construction projects. This role serves as the primary link between field activities and the General Manager, ensuring all work is performed in accordance with engineering designs, contract requirements, environmental regulations, safety standards, and project schedules.
This position is primarily field-based, with approximately 80% field oversight and 20% office responsibilities.
Key Responsibilities
Pre-Construction Planning
- Review and understand all contract documents, drawings, specifications, and schedules.
- Review contractor Safety Plans and coordinate with the Safety team.
- Lead kickoff meetings, site orientations, and pre-construction briefings.
- Ensure permits, agreements, QA/QC requirements, and submittals are in place.
- Set clear expectations and provide guidance to project team members.
Site Assessment & Project Setup
- Evaluate project location, jurisdiction, and site conditions.
- Determine whether projects are greenfield or brownfield.
- Assess access, logistics, and potential site constraints.
Scope Execution
- Review engineering packages, drawings, and specifications.
- Confirm scope includes required structures, equipment, and systems.
- Identify demolition or modification requirements.
- Ensure field execution aligns with approved engineering documents.
Schedule Management
- Monitor project schedules and ensure adherence to timelines.
- Track milestones and critical path activities.
- Identify risks to schedule and escalate delays when needed.
Material Management
- Verify materials against engineering bill of materials (BOM).
- Confirm proper delivery, storage, and handling of equipment.
- Check nameplates, specifications, and quantities.
- Track shortages, damages, and discrepancies.
Environmental & Regulatory Compliance
- Confirm all required permits and approvals are obtained.
- Ensure compliance with environmental plans (SWPPP, erosion control, etc.).
- Coordinate required crossing permits and regulatory approvals.
Safety Leadership
- Enforce project Health and Safety Plans (HASP).
- Promote a proactive, safety-first culture on site.
- Conduct daily safety meetings and field observations.
Field Oversight & Quality Assurance
- Perform daily site walkdowns and inspections.
- Ensure work meets project specifications and quality standards.
- Document progress, issues, and corrective actions.
Reporting & Documentation
- Maintain accurate daily records of work performed.
- Submit weekly reports, trackers, and status updates.
- Ensure timely reporting from contractors and field staff.
Budget & Cost Control
- Monitor project costs and identify variances.
- Review invoices and field change requests.
- Track cost drivers and support cost control efforts.
Contract Administration
- Ensure work complies with contract requirements.
- Identify and address non-conforming work.
- Support resolution of field issues and change orders.
Communication & Stakeholder Coordination
- Maintain strong working relationships with contractors and crews.
- Communicate regularly with the Project Manager and leadership.
- Direct public or external inquiries to the appropriate contacts.
Resource Coordination
- Coordinate with environmental, safety, engineering, land, and SME teams.
- Ensure the right resources are available to support field activities.
