Agency Coordinator Senior Specialist

The Agency Coordinator, Senior Specialist (ACSS) is responsible for obtaining excavation, encroachment, and traffic control permits for construction activities performed within public rights-of-way and state-managed transportation corridors under applicable franchise agreements. This role supports permit acquisition efforts within a construction permitting organization and reports to a regional division.
Key Responsibilities
- Review complex project plans and construction drawings in collaboration with planners to identify all permits required to support infrastructure construction.
- Determine and coordinate appropriate internal resources necessary to secure required permits.
- Communicate with governmental agencies and external organizations to negotiate and obtain favorable permit conditions for construction activities.
- Develop and maintain strong working relationships with permitting staff at municipal, county, and state agencies to ensure accurate application submittals and timely approvals.
- Prepare, submit, and track permit applications; obtain approved permits from responsible agencies.
- Serve as the primary point of contact for internal and external inquiries related to permit applications.
- Distribute approved permits to project managers and construction personnel prior to the start of construction.
- Track and report permit status to internal stakeholders and provide mentorship to entry-level permitting and contract specialists.
- Identify and address unfavorable or unacceptable permit conditions, escalating issues as needed.
- Support and monitor new business processes to meet project demands while maintaining compliance with established construction and permitting standards.
- Perform additional duties and responsibilities as assigned.
Skills & Qualifications
- 3+ years of experience in permitting, planning, engineering, construction, inspection, utility design, and/or project management support.
- Demonstrated experience obtaining excavation, encroachment, and/or traffic control permits.
- Proven ability to interface effectively with governmental agencies to secure construction permits.
- Experience working within construction schedules and coordinating with field personnel and project teams.
- Strong communication skills, including reporting project and permit status to internal and external stakeholders.
- Ability to act as a central point of contact for permit-related questions.
- Proficiency in Microsoft Word, Excel, and Access.
- Bachelor’s degree in related field.
