Job Responsibilities

In this role, you will manage and support high-voltage substation and switchyard projects from early-stage development through construction and commissioning. Key responsibilities include:

  • Leading all assigned substation/switchyard projects from conception (early stage) through execution, construction, and commissioning.
  • Partnering with Early-Stage Project Management and Development teams to define engineering requirements and project scope during the conceptual phase.
  • Providing training, due diligence, and technical oversight of external Engineers of Record (EOR) to ensure compliance with interconnection agreements, transfer agreements, scope documents, project specifications, site-specific requirements, and applicable industry codes and standards (e.g., IEEE, NESC, ASCE).
  • Securing engineering consulting resources from approved suppliers by developing scopes of work, soliciting bids, evaluating proposals, and awarding work through the company’s Integrated Supply Chain (ISC) process.
  • Coordinating with project stakeholders and transmission owners to secure switchyard sites and support engineering updates, permitting, and data requirements necessary for design and construction.
  • Competitively sourcing and contracting geotechnical, survey, engineering, and construction services, while supporting cost estimating teams with scope assumptions.
  • Representing Engineering & Construction (E&C) interests internally and externally, including preparing and delivering project updates, risk assessments, and mitigation strategies to management.
  • Supporting Transmission Services in the review of interconnection documentation, including system impact studies, facility studies, reactive and harmonic studies, and interconnection agreements, ensuring compliance with ISO and transmission owner requirements.
  • Managing long-lead major material orders to minimize schedule and budget risks. Assisting ISC with scope development, review, approvals, and procurement documentation for engineering services and materials.
  • Supporting estimating teams through template updates, technical input, and scope modifications based on project feedback.
  • Collaborating with multidisciplinary engineering teams to establish project priorities, work plans, and clear lines of demarcation.
  • Ensuring projects are implemented efficiently, cost-effectively, and safely in accordance with department procedures, industry standards, and company policies.
  • Supporting commissioning activities to meet corporate performance objectives.
  • Assisting Legal with regulatory filings, depositions, and hearings as required.
  • Collaborating with OEM partners to enhance and adapt component designs for improved integration with company engineering standards and philosophies.

Essential Duties and Job Functions

  • Provide technical leadership across all project phases, ensuring scope clarity and engineering integrity.
  • Maintain compliance with industry standards and regulatory requirements throughout project development and execution.
  • Oversee contractor and consultant performance to ensure adherence to scope, schedule, and quality expectations.
  • Monitor and mitigate project risks related to engineering, procurement, and construction.
  • Communicate effectively with transmission owners/operators and ISOs to ensure timely and accurate project deliverables aligned with off-taker requirements.
  • Support continuous improvement efforts by incorporating lessons learned into estimating templates, engineering standards, and procurement processes.

Knowledge & Skills

  • Strong understanding of high-voltage substation/switchyard design and engineering principles.
  • Knowledge of applicable industry codes and standards (e.g., IEEE, NESC, ASCE) and interconnection processes.
  • Experience managing engineering consultants and cross-functional stakeholders.
  • Strong project management capabilities with a proactive, results-driven approach.
  • Excellent communication, presentation, and stakeholder engagement skills.
  • Ability to manage competing priorities in a fast-paced project environment.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency with engineering software and standard office applications.

Education & Experience

  • Bachelor’s degree in Electrical, Mechanical, or Civil/Structural Engineering preferred.
  • 7+ years of experience in high-voltage substation/switchyard design and engineering strongly preferred.
  • Project Engineering and/or Project Management experience required.
  • PMP and/or Professional Engineer (P.E.) licensure in a related discipline is a plus.
