The Substation Engineer is responsible for planning, monitoring, and managing internal substation projects from initial concept through construction and commissioning. The position partners closely with engineering, development, supply chain, transmission, and external stakeholders to ensure projects are delivered safely, on schedule, and within budget.

Key Duties & Responsibilities

  • Contribute to the development and execution of substation projects from early-stage concept through construction and commissioning.
  • During the conceptual phase, collaborate with early-stage project management and development teams to define engineering requirements, scope, and execution strategy. Projects may originate from competitive transmission proposals or greenfield developments for affiliated entities.
  • Plan, coordinate, and deliver large-scale or multiple medium-to-complex, long-term projects in alignment with budget and schedule constraints.
  • Secure required resources and apply formal project management processes and tools to manage scope, budget, risk, and change control.
  • Lead project meetings and maintain responsibility for project tracking, analysis, and reporting.
  • Identify project risks and issues, validate results, and implement effective mitigation strategies.
  • Serve as a technical and project liaison, providing guidance and updates to internal and external stakeholders on moderately complex to complex issues.
  • Develop and present project updates, reports, and presentations for a wide range of technical and non-technical audiences.
  • Provide technical oversight of external Engineers of Record (EOR) to ensure compliance with interconnection agreements, scope documents, project specifications, site-specific requirements, and applicable industry codes and standards (including IEEE, NESC, ASCE).
  • Procure engineering consulting services by developing scopes of work, soliciting and evaluating bids, and awarding contracts through established supply chain processes.
  • Coordinate with internal stakeholders to support site selection, permitting, engineering updates, and data required to design and construct substations.
  • Represent engineering and construction interests in cross-functional and cross-organizational meetings, including executive-level briefings on project status, risks, and mitigation plans.
  • Support transmission-related reviews of interconnection documentation, including system impact studies, facility studies, and interconnection agreements, ensuring compliance with applicable ISO and transmission owner requirements.
  • Interface regularly with transmission owners, operators, and ISOs to ensure project deliverables meet off-taker requirements and are delivered accurately and on time.
  • Manage procurement and execution of long-lead-time materials to minimize schedule risk and budget impacts. Support scope development, review, approval, and procurement documentation for engineering services and materials.
  • Oversee the development of substation design packages, including physical layouts, electrical schematics, and civil drawings, through all design milestones (10%, 30%, 60%, 90%, and Issued for Construction).
  • Manage design reviews, coordinate cross-disciplinary feedback, and provide consolidated comments on engineering deliverables.
  • Collaborate with engineering disciplines to establish priorities, work plans, and scope boundaries, and support project scheduling from an engineering perspective.
  • Ensure projects are executed safely, efficiently, and cost-effectively in compliance with internal processes, policies, and industry standards.
  • Support commissioning activities to ensure projects meet corporate and operational objectives.
  • Assist legal teams with regulatory filings, depositions, or hearings as required.
  • Collaborate with equipment manufacturers to optimize designs and align them with internal engineering standards and philosophies.
  • Conduct external research and stay current on industry trends, emerging technologies, and innovative practices relevant to substation engineering and project execution.

Required Qualifications

  • Bachelor’s degree in Electrical Engineering required; Master’s degree or MBA preferred.
  • Minimum of 10 years of experience in high-voltage substation design and engineering strongly preferred.
  • Experience in project engineering and/or project management with a strong results-driven mindset. PMP and/or Professional Engineer (P.E.) certification is a plus; stamping drawings is not required.
  • Willingness to travel
